In 2019 the Dutch government launched a four-year cannabis experiment that allows legal cultivation. Growers applying for the experiment had to pass a strict selection procedure. How will the experiment unfold, and what is needed for it to succeed? In this documentary, filmmaker Frans Bromet follows two cannabis growers, including our own John.
At present, cannabis is purchased via 'the back door'. What is sold legally is bought illegally. Late 2019 marked the start of a four-year experiment in which state-supervised cannabis is legally traded. The aim is to reduce crime and improve cannabis quality with fewer harmful substances.
After a strict selection procedure, ten growers are chosen to supply this state-licensed cannabis. Bromet follows the seasoned grower John — who tried to run his operation as legally and transparently as possible, only to lose everything to a court case — and the businessmen of Plan C who want to cultivate cannabis for the first time. He also interviews coffeeshop owners, politicians involved, and both supporters and opponents.
